MT Migration of Muon Condition Summary Services

MT migration of the muon condition summary services into new db algorithms (MuonSpectrometer/MuonConditions/MuonCondGeneral/MuonCondAlg module, new) and db containers (.../MuonCondData module), plus updates in clients and configs (replacing old summary services by new algo); so far, only focussing on MDTs and RPCs; TGC algo is merely template as condition summary services are not really used there; CSC service is migrated in a first version (also part of this MR) but links to clients and final debugging (and few improvements) still pending => to be completed in another MR later; Tier0 policy tests successful, log here: /afs/cern.ch/user/c/cheidegg/public/athena/run_MdtRpcCondSummSvcs
