Fix calo cell time cut in master

The code for Calo cell time cut in topocluster reconstruction has been migrated from release 21.0 to master. The python part of the code (flag definition) had not been properly propagated, so I'm adding it with this merge. The code has been tested on ESD and checked that it properly applies the time cut.
