21.9 log file clean up
First batch of log file cleaning in Pixel packages - see ATLITKSW-89.
Mostly moving messages that are printed very often from INFO to DEBUG, WARNING to ERROR, etc. Removing access to non-existing files. Removing messages printed to std::cout
