uTPC clustering method for the NSW Micromegas detectors and adding new variables to the NSW MM PRDs and the NSW MM reco val alg

This MR contains the first working version of the uTPC clustering algorithm replacing the skeleton which was there for configuration purposes. Furthermore it introduces the angle and the chi2 fit prob. to the MM PRDs and the validation ntuple
