Clean up EMTrackMatchBuilder configuration, add option to add weights

This MR makes the comments and behavior consistent, but also added another option use weights for the track matching. The way the weights are set the behavior should remain unchanged.

This is another attempt on !25034 (closed), removing a dead-end direction of development.
