Min bias use same chain in each step
In this MR the MinBias algorithms, Space Points counting and Tracks counting are now put one after another. That required change to how hypos are configured (kind of Configurable class issue in fact). In addition code was slightly modified to produce REGTEST messages which are now checked against the reference. All there are just technicalities but would allow us to stay on track with code.
