AthenaSealSvc: Delete package

Frank Winklmeier requested to merge fwinkl/athena:athenaseal_removal into master

The C++ implementation of AthenaSealSvc already lives in AthenaServices since a long time. Move the one remaining job options file also there and adjust references in other packages.
