This fixes ATR-20099 by fixing the L1 seed in full_menu_cf test, tagging L1 RoIs by the decisions as well as fixing the insertDecisionIDs utility function (kind of hard to believe we missed this bug thus far). Tagging @tamartin @bernius and @fpastore
