Cleanup of LArCellRec

IMHO the best response to the failing test of LArCellBuilderFromLArHitTool is deleting it altogether. My current hypothesis is that we haven't used this tool since we switched from Geant3 to Geant4. This hypothesis is backed by git grep and @gunal. While I am on it, I deleted also LArG3EScale and LArG3EScale_TDR and all references to them. Tagging @ssnyder for info.
