add functionality to filter by PdgID in the VerboseSelector

Adds an option to turn on verbose tracking for certain PDGIDs, e.g.:

simFlags.UserActionConfig.addConfig('G4UA::VerboseSelectorTool','TargetPdgIDs', [413, 511, 513])
