LArOnlineID cleanup

Pavol Strizenec requested to merge pavol/athena:change_LArOnlineID into master

This MR is moving calibration ID handling to base class, because it will be needed by processing of Phase-1 SuperCell data. Some cleanup done as well. This is first in series of MR to bring the LAr Phase-1 electronics calibration and physics data processing into master.
