Introduce job options in SCT Cabling which a) Permit writing of data in JSON format as output from the IOVDbSvc (input is still COOL) b) Test a single IOV job using the CREST database as a source

Re-writing of the IOVDbSvc to debug the Crest/Cool switch purely from job options.
