Convert MuonEDMHelperTool to Service

Pascal Boeschoten requested to merge pboescho/athena:master-muonedmhelpertool-to-service into master

MuonEDMHelperTool has been converted to the service MuonEDMHelperSvc.

The MuonExtrapolator and createPerigee() of MuonEDMHelperTool are not compatible with a Service and have been moved/duplicated to the points of usage in MuonRefitTool, MuonTrackExtrapolationTool, and ExtrapolateMuonToIPTool.
