TrigP1Test: Move ROS rate simulation to a separate test
This is a follow-up on !25002 (merged). Moving the ROS rate simulation to a dedicated test with the addition of --oh-monitoring option to work around an unrelated crash in offline THistSvc. Having this test running should help us set up daily plots of ROS request rates.
