ATLINFR-3163: Change b-tagging calibration path from flavtag/ to BTagging/

Dan Guest requested to merge dguest/athena:btag-calib-path into 21.2

This is a fix for the b-tagging NN tuning paths, which was pointing to a base directory with a few problems:

  • it was called /flavtag/ which @akraszna didn't like
  • The permissions weren't world-readable

This should fix it.
