Added quark-gluon tagger output to TOPQ1 and TOPQ4

Knut Zoch requested to merge kzoch/athena:TOPQDERIV-86 into 21.2

Following a request from TOPQDERIV-86, this adds quark-gluon tagging information to the AntiKt4EMTopo and AntiKt4EMPFlow jet collections. The tagger information is added to TOPQ1 and TOPQ4 formats.
