CaloRec: Update Calo topo cluster configuration for Run3

About everything in Tile conditions are configured here. But it seems that only Tile bad channels are actually used.

So, Calo topo cluster configuration for run 3 has been updated to configure only really used Tile bad channels.

Test of Calo topo cluster configuration for run 3 has been added.
