MTCalibPeb: factorise configuration and add new tests in TrigP1Test

  1. Factorised the configuration of MTCalibPeb.py job options into a separate module with dedicated functions for each step.
  2. Made the job configuration similar to what we used in Technical Run 3 and added the option concurrent as requested for Technical Run 4 in ATR-20085.
  3. Adapted the MTCalibPeb.py and testHLT_timeout.py accordingly
  4. Added new tests in TrigP1Test based on MTCalibPeb and using the new python steering (TrigValSteering).
