DataQualityTools BackgroundMon Run 3 Migration
Migration of the DQTools' BackgroundMon to the new Run 3 AthenaMonitoring framework. Subclasses AthMonitorAlgorithm. Implemented fillHistograms() method to make all of the same variables as the old version. Added new BackgroundMonConfig.py file to create and configure the histograms. Currently relies on !25411 (merged), which turns the AthMonitorAlgorithm's m_trigDecTool from an interface instance into a concrete instance. So, this should wait until discussions in that MR are resolved. (Just creating this MR so the other DQT-specific code can be reviewed.)
