Fixing empty cluster size histograms in TrigCaloMonitoring (ATR-20064)

Adding a decorator for the size of clusters to the legacy cluster container (the MT version of this was already merges in !25272 (merged)) and updating TrigCaloMonitoring to read the decorators to fill the corresponding monitoring plot. This closes ATR-20064.
