Connect Acts to Pixel and SCT alignment cond algs

This MR adds a conditions algorithm that produces information usable by the Acts tracking geometry from the upstream SCT and Pixel alignment conditions algs.

The example algs now read a test file with events from multiple IOVs to stress test the setup.
