Moved the 'magicTag' resolution logic to a standalone function, in continued refactoring of IOVDbFolder. In passing, erased the redundant 'get crest' curl test. Ensured all unit tests run and the q221, q431 tests, also tested the (previously problematic) SCT_ConditionsAlgorithms unit tests.
