WIP: Looking for patches using WorkDir_DIR instead of TestArea (ATLASJT-399)

RunTier0Tests.logAfter the switch from CMT to CMake we failed to update the way that patches are looked up in the working directory. This branch uses the environment variable WorkDir_DIR to search and parse the file packages.txt for the local patches, which are then reported by the transform
