Unifying new-style LAr config for Digi & Reco.

  • Put LArACD2MeVCondAlgCfg into LArRecUtilsConfig
  • Explicitly declare all conditions data required by each component (instead of wholesale import-everything)
  • Switch unit-tests to RDO-input. Many tools in LArRecUtils are simulation-only.
  • Delete flags and such copied over from the old configuration but last active usage pre-dates data-taking.

This is the squashed version of a lengthy commit history. It contains also the changeset of !25865 (merged)
