Should fix ATR-20179
The Physics_pp_v7_primaries differs only at HLT from Physics_pp_v7 so the L1s from the latter were used, which caused lots of problems now that we don't build Physics_pp_v7 anymore. Switched to having also L1s for Physics_pp_v7_primaries.
