MuonByteStreamCnv New Config
Convert MuonByteStreamCnvTestConfig.py to new config style.
Add corresponding configuration functions to the Muon modules TGC, MDT, RPC, and CSC. Use these in the digitisation test.
Change relevant tools to private, update parts of CSC configuration in MuonConfig.
