Fix RPC Digitization to include CondDb RUN3 tags

An error causing a crash would show up in pileup jobs including the RPC in master with the conditionsTag OFLCOND-RUN12-SDR-25: ERROR ReadCondHandleKey ConditionStore+RpcCondDbData was not initialized

This MR simply adds a RUN3 tag option in order to read the conditions from the CondDb which removes this error.
