Partially fix ATLASRECTS-4778

  • Move the core part of the PixelDetectorManager::processSpecialAlignment with two arguments to PixelDetectorManager::subProcessSpecialAlignment
  • Modify the PixelDetectorManager::processSpecialAlignment with three arguments to use PixelDetectorManager::subProcessSpecialAlignment
  • There are still tiny differences in IBL positions between PixelDetectorManager and condition store. This seems due to the usage of the wafer z coordinates of PixelDetectorManager.

RunTier0Tests.py found differences. q221 has many and q431 has few. RunTier0Tests.log

Dynamic alignment looks OK. But static alignment has differences.
