Protection for empty collection in CscROD_Decoder

Adding some protection against an empty CSC raw data collection (this can happen in the trigger if we've all ready decoded part of the detector and are accessing a cached result). Also cleaned up some commented out code that didn't seem necessary. Fixes ATR-20181.
