Change CalibArea default from -07 to -08 in JetUncertainties

As mentioned in ATLINFR-3172, the JetUncertainties default CalibArea is now updated from -07 to -08. All existing recommendations are unchanged in physics content, but the consolidated small-R jet recommendations now work also in AthDerivation releases (fixing the ROOT compression incompatibility problem). Behaviour in (Ath)Analysis* releases are unchanged, it's just AthDerivation where before the file couldn't be opened but now it can.

In addition, this now supports a new imminent recommendation added to -08 for large-R jet tagger scale factor uncertainties for W/Z tagging with TCC jets.
