Turn public tool xAODClusterCompressor. Use xAODCore::FloatCompressor

One public tool less, even though a harmless one. Now it's a const-after-initialize service instead of a const-after-initialize public tool.

Also use the FloatCompressor from xAODCore instead of doing bit-manipulations ourselves.
