Sweep Workaround for the fact that current ITk geometries do not contain NSW from 21.9 to 21.3

John Derek Chapman requested to merge jchapman/athena:Run4GeometryMuonConfigFix_21.3 into 21.3

This commit was added to 21.9 as part of !26017 (merged) to fix problems running Run4 layouts without NSW. Sweeping it back to 21.3 to keep the two branches consistent. NB This assumes that we will not create asymmetric Run 4 layouts.
