WIP: First version of BLS trigger monitoring for Run-3 (ATR-20177)

A first attempt to make an MT version of BLS trigger monitoring following the Run3 DQ instructions. Testes on AODs from TrigAnalaysisTest ART (no BLS chains there) and on ESDs from TrigUpgrateTest (a couple of chains is enabled but none passed).
