Update LeptonTaggers pkg for PromptLeptonTaggrer development 21.2

Fudong He requested to merge fuhe/athena:Update_LeptonTaggers_pkg_for_PLT_21.2 into 21.2

Aim to include the secondary vertex to the MUON5 derivation for further Prompt Lepton Tagger development.

The secondary vertex finding and fitting are done with the updated LeptonTagger packages.

@fuhe and @rustem will be responsible to this change.
