adds hooks necessary to generate JSON for CF only & emulation tests

After this MR CF only tests would be able to generate the menu JSON file as well. Once we have this we can start migrating many tools to use configuration info and drop tedious JO parsing e.g. L1 decoder, summary, monitoring etc. Tagging @fpastore @tamartin
