TileConfiguration: Do not reconstruct Tile raw channels in MC

There are already all Tile raw channels in RDO reconstructed offline during digitization step by default. So, there is no need to reconstruct them again during reconstruction step and the flag used to schedule Tile raw channel reconstruction has been switched off by default.
