PixelSiLorentzAngleCondAlg uses aligned detector elements (ATLASRECTS-4782)

• Use PixelDetectorElementCollection of condition store in PixelSiLorentzAngleCondAlg.
• Add configuration of Pixel alignment cond algs in PixelGeoModelConfig.py

With master,x86_64,centos7,gcc8,opt,2019-09-01T2127,Athena + this MR + MR !26047 (merged) (to avoid https://its.cern.ch/jira/browse/ATLASRECTS-4778), tiny differences were found by RunTier0Tests.py. However, those tiny differences look fine.
