TileConditions: Remove reading Tile optimal filter weights from files

Files with Tile optimal filter weights have been removed. Functionality in TileInfo which provides possibility to read optimal filter weights has been removed also.

This functinality was used only in the Tile reconstruction method TileOpt which used OFCs from files and which has been removed since there is identical method TileOpt2 which uses OFCs from DB or calculated on the fly.
