WIP: Route IdHelper access through MuonIdHelperTool

As part of the effort to migrate MuonIdHelperTool to a service, this MR changes access to the Muon IdHelpers (RpcIdHelper etc) to go through MuonIdHelperTool instead of the detStore. The MR does not cover 100% of the cases, there are a few left that need some discussion about how to handle them. But this set of changes is big enough already.
