Schedule FTKFastSimTruth before trigger simulation

Add FTKFlags.doTruthSmearing flag to configure scheduling the FTKFastSimTruth algorithm. The necessary setup is done in the TrigFTKFastSimTruth/TrigFTKFastSimTruth_jobOptions.py. As the FTKFastSimTruth provides FTK tracks, this has to come before the trigger is run and is scheduled from RecExCommon_topOptions.py.
