Dropped the dependency on TagInfo from MuonCondSvc package

CscCoolStrSvc used TagInfo only to check if geometry tag names contain 'ATLAS-'. Today this is true for all supported ATLAS geometry tags. Hence the check was dropped and, consequently, the dependence on TagInfo was removed.
