Implement photon chain

Fernando Monticelli requested to merge fernando/athena:ImplementPhotonChain into master

This MR (wip for now) includes a last ChainStep called precisionPhoton including the photon reconstruction (egammaRec+SuperClusterPhotons + egammTopoBuilder) and a prototype hypo.
