TPTools+AthenaPoolCnvSvc: Add interfaces to allow passing SG keys to TP converters.

To allow supporting MT thinning.

Update templated pool converter T_AthenaPoolTPCnvCnv for MT thinning:

  • Compile with TP converter classes that do not derive from ITPConverter.
  • Add support for passing SG keys through to the converters.
