Modify criterion to trigger duplication of pflow jet collection during b-tagging.

@dguest and I think that the logic to trigger a shallow copy of the pflow jet container during b-tagging may not always do what we want. According to our understanding, a duplication of the jet container should be triggered iff m_JetCollectionName == "AntiKt4EMPFlowJets" && m_dupPFlow.

This is not currently the case. In particular, if the name of the jet collection does not exactly match AntiKt4EMPFlowJets, there is at present no possibility to prevent the duplication from happening.
