Modify the super cluster seed selection

Christos Anastopoulos requested to merge ATLAS-EGamma/athena:super_cluster_seed_selection into master

Following changes

  • EtSeed is now 1.25 for both electron and photons
  • Unify the emfrac calculatuion used by electron and photons
  • Add a cut on the emfrac for now quite relaxed i.e 0.65
  • Lower the minimal EMB/EME2 energy for the final cluster to 100 MeV , basically here we want to have something reasonable above 0.
  • Remove obsolete options, i.e config flags that are always true
  • Few indentation changes
