Added the new TrigMuonMonitoringMT package

Description

As reported in ATR-20317, a new monitoring package for the muon trigger is added in the path Trigger/TrigMonitoring/TrigMuonMonitoringMT.

Validation

A test was done with the command:

Run3DQTestingDriver.py --dqOffByDefault \
Input.Files="['/afs/cern.ch/user/e/ebergeas/work/public/triggermonitoring/nigtly_2019-08-24T2130/AOD.pool.root']" \
DQ.Steering.doHLTMuon=True \
DQ.Steering.HLT.doMET=False \
DQ.Steering.HLT.doMuon=True >& log &

and I got the ExampleMonitorOutput.root with contents shown below
