Fix TruthLinkRepointTool ElementLinks

As reported in ATLSUSYDPD-2048, it seems that element links created by TruthLinkRepointTool.cxx are invalid: https://gitlab.cern.ch/atlas/athenaprivate1/blob/21.2/PhysicsAnalysis/DerivationFramework/DerivationFrameworkMCTruth/src/TruthLinkRepointTool.cxx#L54

The links built from a DataHandle and a collection index return an empty dataID and a dummy index. This MR hopefully fixes this.
