Deleting unused tools related to MuonRPC_CablingSvc

This merge request is cleanup before MT migration to make the migration easier. Unused tools related to the MuonRPC_CablingSvc is removed, including: RpcPadContByteStreamCnv RpcPadContByteStreamTool RpcROD_Encoder RPC_Hid2RESrcID RpcByteStreamEncoder

These tool aren't used anywhere.The RpcPadContByteStreamCnv is the only code that calls the next three, but it itself isn't called by anything. And the RpcByteStreamEncoder isn't called by anything.
