Moving MuonAlignmentErrorDbAlg from MuonCondSvc to MuonCondAlg

MuonAlignmentErrorDbAlg is moved from MuonCondSvc to MuonCondAlg.

Following suggestion from @rosati and @wleight.

The diff-root of q221 and q431 was ok.
