Switch CTP unpacking to use the HLT menu

Tomasz Bold requested to merge tbold/athena:use-menu-in-l1decoder-try2 into master

This MR marks the start of using the HLT menu information in the L1Decoder Coincidentally it implements the feature requested in: ATR-20346 - @tamartin see the code in CTPUnpackingTool.
Tagging @stelzer to check on additions to the various config fragments Taggin @tamartin & @rbielski - so the Stream Tag and Trigger bit makers can now be properly migrated.

PS. There is cleanup pending. We can drop now JO property of L1 decoder which used to define this mapping. Next MR.
